General Information about the Massachusetts Workforce Training Fund Grant Program

The Workforce Training Fund is a state fund financed entirely by Massachusetts employers through a surcharge on the Unemployment Insurance tax. The purpose of the fund is to provide resources to Massachusetts businesses to train current and newly hired employees. If your company pays unemployment taxes, it is eligible to participate in the programs. Training grants are awarded to employers, employer organizations, labor organizations, and training providers. Companies of any size are eligible to apply. Training grants range from $2,000 to $100,000. Applications for up to $50,000 may be submitted at any time and are approved within three weeks. Applications for over $50,000 must be submitted at specified times with decisions made approximately 60 days after the application deadline.

There are two types of training grants that can be awarded:

The General Grant Program is available to companies, organizations and providers of any size. Successful applicants demonstrate that training will result in job retention, job growth or increased wages and will make a difference in the company's productivity, competitiveness, and ability to do business in Massachusetts. General Grant monies awarded can reach and even exceed $250,000 and must be used within a 24-month period.

The Hiring Incentive Program is open to all employers and provides training grants of up to $3,000 per employee and up to $30,000 a year per company. This program assists in paying training costs for newly hired employees who have been unemployed over a year and those that do not have a call back date from their last employer.
